Jeff Phillips is Senior Counsel for Eagle Creek Renewable Energy, LLC, a Bethesda, Maryland-based subsidiary of Ontario Power Group. Eagle Creek owns and operates 85 hydroelectric facilities across the United States, and in January 2024 acquired Lightstar Renewables LLC, a community solar developer with an approximately 850MW pipeline. Jeff advises Eagle Creek’s executive leadership team on corporate compliance, power purchase and REC agreements, acquisition due diligence, liability risk reduction efforts and outside counsel litigation matters. Prior to joining Eagle Creek’s in-house suite, he spent approximately two decades litigating environmental and energy law cases, first for the U.S. Department of Justice and more recently the Federal Energy Regulatory Commission’s Office of Enforcement. He began his law practice as a Judge Advocate for the U.S. Army with duty stations in Korea and Kuwait, and completed his military career as a trial instructor. Prior to obtaining his law degree from Catholic University of America, he was a policy analyst for the Environmental Protection Agency’s Offices of Air and Radiation and Superfund programs. Jeff, his wife Jenny and their four children live in the Annapolis, MD area.
