Theresa Foxley

Theresa Foxley is the Chief of Staff at rPlus Energies. As a member of the executive team at rPlus, Theresa oversees community and government affairs, marketing, human resources and special initiatives of the CEO. Theresa started her career as an attorney, specializing in business finance and renewable energy project finance. While practicing law Theresa advised several renewable energy developers on projects throughout the country, including Utah’s first utility-scale solar development, the Utah Red Hills Renewable Park. Theresa recently joined rPlus after having spent 6 years leading Utah’s statewide economic development efforts as the President and CEO of EDCUtah, where she became adept at organizational management, talent development and negotiating value-added partnerships with a diverse set of stakeholders. Theresa holds a Bachelor of Arts in Political Science from Utah State University and a Juris Doctorate from the S.J. Quinney College of Law at the University of Utah.
