Jeff Holdren

Jeff is currently a contractor for the Bureau of Land Management (BLM), but formerly worked for the BLM for many years. Jeff worked in several of BLM's field/state offices before coming to the BLM's Washington DC Headquarters Office in 1978. Since working in Headquarters, he has principally worked in the BLM's lands and realty program, which involves programs such as land sales, land withdrawals, rights-of-way, and land acquisition. He has worked with the waterpower program when that responsibility was transferred from the Geological Survey to the BLM in 1984. Duties in the program involved providing guidance to others in the FERC licensing process. One of BLM's more significant accomplishments was obtaining approval to use section 4(e) of the 1920 Federal Power Act, the Federal Government's ability to provide terms and conditions for licensed waterpower projects.
