Annie Blanchard

Annie Blanchard is a senior FERC attorney with eighteen years of energy law, policy, and regulatory experience. She currently serves as Legal Advisor in the Office of Commissioner Judy Chang at FERC, where she advises on legal and policy matters related to energy infrastructure development, enforcement, and rate setting. Ms. Blanchard previously served as a Supervising Attorney in FERC’s Office of the General Counsel and before that as an attorney in the OGC’s Rehearing Group. In addition to her experience serving as lead attorney on hydroelectric, LNG, and natural gas pipeline infrastructure cases, Ms. Blanchard has also advised senior Commission leadership in FERC’s Office of Energy Infrastructure Security on legal and policy matters related to critical infrastructure cyber and physical security threats and reliability challenges facing the energy sector.
