Revitalizing American Hydropower Procurement – A Special Summit

This special summit focuses on how we can work together to unleash American hydropower and support domestic supply chain revitalization. Three areas of focus include:
(1) Helping agencies procure hydro turbines more efficiently
(2) Improving contracting vehicles for American OEMs to increase bids on projects
(3) Demonstrating the substantial demand for domestic hydro manufacturing

NOTE: Representatives from the Made in America Office, along with other potential Federal representatives interested in federal procurements and domestic content, will be in attendance. The Made in America Office (MAIO) resides within the Office of Management and Budget (OMB) to oversee and enforce Made in America laws.

Background
The U.S. hydropower fleet is in urgent need of refurbishment and expansion, with an average age approaching 70 years. Currently, the United States lacks a consolidated demand signal to compete with foreign countries for these essential refurbishments.

Nearly half of the nation’s total capacity is Federally owned and operated. Within this, the Federal fleet (comprising the U.S. Army Corps of Engineers and the Bureau of Reclamation) represents a sampling of the largest, most complex, and most challenging units to fabricate and procure. There are only a handful of providers available worldwide capable of meeting these demands.

The 2024 DOE report titled Hydropower Supply Chain Gap Analysis recommends prioritizing the Federal fleet to “prime the development of an aggregated, consistent demand signal.”
