Regulatory issues have been a significant barrier for marine energy industry maturation in the United States. While efforts to pass legislation to address these issues are worthwhile for the success and future of the marine energy industry, those efforts take time, and there is still a need ... and opportunity ... for marine energy in the future of clean energy in the United States.

This panel will provide an overview of the permitting and licensing process, review tools to help facilitate and manage regulatory risk, explore a collaborative framework to help simplify the process using interest-based negotiation theory, and invite technology and project developers to share their lessons learned from the permitting and licensing process.
